Airport Stop Overs

My aunt has a 12 hour stopover in Heathrow on her way from Africa to Canada .. Anyone know if you're allowed to visit people whilst they are in the airport or even spring them for a few hours to take them to Dinner?

She said you can ask for a 24 hour VISA but only once you arrive??

Be nice to meet her at the airport, even better to bring her home for a while.
